Lithuania Advances in EU Digital Public Services Rankings

Lithuania has climbed from 7th to 6th place among 37 European countries in the latest European Union eGovernment Benchmark.  

Leading the pack are Malta (97 points) and Estonia (92 points), holding their top spots, closely followed by Luxembourg (90 points) and Iceland (90 points). Other top performers in the EU include Finland (88 points) and Lithuania (86 points), followed by Denmark (85 points), the Netherlands (85 points), and Latvia (85 points). 

This benchmark evaluates digital public services based on four key criteria:  

  • User centricity: It assesses the accessibility and mobile-friendliness of online services and the support available to users. 
  • Transparency: It examines whether services and data use are clearly explained. 
  • Key enablers: It looks at the technologies supporting eGovernment services, such as electronic identification (eID) and digital documents. 
  • Cross-border services: It evaluates how easily foreigners can access services and the support available to them. 

Lithuania’s Strong Performance 

Lithuania has excelled particularly in the key enablers domain, scoring 94 points. This includes high marks in the use of electronic documents (91 points) and pre-filled forms in digital service delivery (92 points), placing Lithuania second in Europe for this category. Lithuania has also made significant progress in electronic identification, improving from 89 to 94 points in just a year. The average eID score for EU member states stands at 71 points, highlighting Lithuania’s advanced status in this area. 

High Scores in Specific Domains 

Lithuania is ranked: 

  • 4th in Europe for the digital maturity of ‘Regular Business Operations’, which includes services tailored to entrepreneurs. 
  • 5th in Europe for the digital maturity of the ‘Health Life Event’, assessing citizens’ access to essential healthcare services. 
  • 4th in Europe for the life event ‘Transport’, covering services related to owning and driving a car, public transport, and electric vehicles. 

Around 72% of Lithuanians are now using digital public services, indicating a high level of engagement with the country’s eGovernment initiatives.

The eGovernment Benchmark is based on real user experiences, with citizens from 37 European countries reviewing over 14,000 public sector websites. This edition explores the digital transformation of governments in 2022 and 2023, offering valuable insights and best practices.
