• Experience

  Prior to joining NRD, Ieva spent more than 15 years working for the Lithuanian Government at the Information Society Development Committee, State’s agency responsible for country’s digitalization. She started as a Head of Strategies and Programmes Division, being in charge of development of public sector digitalization programs and monitoring their implementation nation-wide. Later, as the Deputy Director General of the Information Society Development Committee, she was responsible for developing and implementing the framework for the management of funds dedicated to Lithuania’s public ICT sector, coordination of major public sector digitalization initiatives.

• Involvement

  In addition to responsibilities of the Lead of Consultancy Department at NRD Companies, Ieva Žilionienė participates in the implementation of the projects as a principal digital policy consultant. Among other assignments, she’s leading the policy experts’ team in the project in Dominica dedicated to development of policies and regulations in the areas of digital ID, digital Signature, e-Entry mechanism and digital health, supports technical assistance team in Sint Maarten with development of digitalization strategy, policies and institutional setup, and works in as digital transformation expert the project in Trinidad and Tobago’s digital payments introduction project.

Julius Zubė

• Experience

  During his career, Julius has participated in the implementation of international development projects associated with digitalization and sustainable development in Iraq, Ghana, South Africa, Somalia, Rwanda, Tanzania, Guyana, Dominica, and Trinidad and Tobago. Apart from supporting the implementation of these projects, he was responsible for setting up effective partnerships with local partners and government institutions in these countries.

• Involvement

  In addition to supporting the implementation of various projects and partnership development, Julius supports the consultancy of NRD companies in order to ensure that its digitalization projects adequately comprehend the legal, organizational, or policy environment of their client countries as well as building partnerships for better impact of the projects and implementing various knowledge transfer and awareness-raising activities.

Bronislovas Balvočius

Mindaugas Vyšniauskas

IT Consultant

• Experience

  Mindaugas experience comes from vast array of governmental IT projects where he has researched and engineered architectures for national registers, information systems or drafted requirements and designed data exchange systems that enable governmental interoperability on national and European level.

  The breadth of Mindaugas experience can by illustrated by a vast array of IT projects that Mindaugas was involved over the years. Projects that range from designing Information systems to support national governmental functions like “Implementation of Information System for tracking contagious diseases and managing pandemics” which has enabled interoperability between national health institutions and their Information Systems as well as projects like “Modification of Register of Suspects, Accused and Convicts” to enable interoperability between European judicial IT systems.
  

• Involvement

  Mindaugas Vyšniauskas supports the implementation of various projects in the IT domain. He is currently leading a team of analysts in a project in Rwanda.
  

Tatsiana Lahuta Kuru

  Tatsiana’s professional experience starts from 2013 and covers career progression in governmental, non-governmental and international level organisations and institutions. Her experience includes different thematic areas, including digitalization of public services, promotion of social inclusion, and support of good governance at different levels and in different countries.

  Tatsiana is well-vested in both predictive and adaptive project implementation methodologies, tailoring project implementation processes in a content-sensitive manner and delivering sustainable and well-integrated results. Skilled in project planning, budget management, risk analysis, and stakeholder communication. Proven ability to collaborate with team members, clients, and vendors to deliver projects on time, within budget, and to the satisfaction of all stakeholders. Strong leadership skills and ability to motivate and manage teams in fast-paced, deadline-driven environments.

• Involvement

  Tatsiana is involved in international consultancy projects of the NRD as a Project manager. Her role can vary depending on the project’s scope, complexity, and other factors, but generally, she is responsible for overseeing the project’s planning, execution, monitoring, and control to ensure that the project meets its objectives within the allocated resources and timeline.

Algimantė Danilaitė

  Algimantė Danilaitė has extensive previous experience in archiving activities, including evaluation of archive records, preparing lists, and other necessary documents according to the national archiving laws, etc. She has experience in assistance and team support, including working in a high-profile law firm in Lithuania and one of the biggest drug wholesale companies in the world.

  Ms. Algimantė Danilaitė has deep knowledge in document management, research, communication with different external organizations, companies, and governmental institutions, reporting, and assisting with different projects. She has multiple years of experience in team management.
  

• Involvement

  Algimantė leads the preparation of proposals and implementation of various Consultancy projects. She currently holds a Management Support Specialist position in a project in Ghana aimed to to Develop a Corporate Strategic Plan and Organisational Policy Manuals for the Office of the Registrar of Companies (ORC) and the Registrar-General’s Department (RGD) and Facilitate the Decoupling of ORC from the RGD. She is responsible for assisting the project team during the course of project implementation.
